Congress and the president have selected ten days as federal holidays. Being 'federal', these holidays theoretically only apply to federal employees and inhabitants of the District of Columbia, although they are so widely observed that they can be thought of as national holidays.

Officially, it is up to each individual state to designate public holidays. If the holiday falls on a Saturday or Sunday, the Friday before or the Monday after is given in lieu to make a long weekend.

New Year's Day (January 1) - celebrating the New Year dates back to pre-Christian times, when rites were performed to attempt to ensure the return of Spring.

Martin Luther King Jnr. Day (third Monday in January) - before he was shot dead in 1968, Martin Luther King Jnr. was the foremost civil rights leader in the 1950's and 1960's. He was awarded the Nobel Peace Prize in 1964. Congress set this day aside to commemorate his life and accomplishments in 1983.

Washington's Birthday (third Monday in February) - originally it was celebrated on Washington's actual birthday, the 22nd of February, but it was moved in 1971 to make a long weekend. It is sometimes called Presidents' Day, because it is near Lincoln's birthday on the 12th February.

Memorial Day (last Monday in May) - also known as Decoration Day, it honours soldiers fallen in battle.It originates from the Civil War and is customarily marked by parades and services.

Independence Day (4th July) - this, the most significant US holiday, marks the 1776 signing of the Declaration of Independence from Great Britain. It was first celebrated in 1777 and is marked by fireworks, parades and speeches.

Labor Day (first Monday in September) - this, the idea of Peter J. McGuire, the president of the United Brotherhood of Carpenters and Joiners, was adopted in 1894 to celebrate American workers.

Columbus Day (second Monday in October) - Christopher Columbus and his crew landed in the Bahamas on Oct 12th 1492. It was first commemorated in 1792, although it was not officially recognized until 1909. It is a cause of special pride to Italian-Americans, who claim the Genoan voyager as their own.

Veterans Day (Nov 11th) - or Armistice Day marks the end of the First World War on Nov 11th 1918. It was made a legal holiday in 1938, but its name was changed in 1954 to honour all American veteran soldiers.

Thanksgiving Day (fourth Thursday in November) - it was first commemorated in Plymouth County, Massachusetts in 1621, the year in which the Pilgrims landed in the New World to give thanks for the new harvest and the new land they had colonized. President Lincoln proclaimed it a holiday in 1863.

Christmas Day (December 25th) - Christians celebrate the birth of Jesus Christ.

Historical Overview Of The Introduction Of An Old Tax In England And Scotland

This article presents the historical facts about an old taxation system on windows in the United Kingdom. The window tax was introduced into Great Britain in 1696 by King William the third. In those days, the idea of civil liberty was different to that which exists today. In the prevailing climate, people felt that telling the king about their income was an unacceptable intrusion into their private business.

Of his subjects, the King decided that the most fair method of taxation would be by looking at the size of people's houses. Each person who owned a house would have to pay a fixed fee of 2 shillings. This is about 10 pence in the new system. As well as this, if the house was large and contained more than 10 windows, there were extra taxes to pay.

If the house had between ten and twenty windows, then this extra tax was 4 shillings and anything over twenty windows had to pay eight shillings. Later, as the king wanted to increase the tax, he reduced the minimum number of windows to be taxed from ten to seven. This was further changed in 1825 to eight windows.

This tax was quite unpopular among the people even though it was possible to claim an exemption. If the occupants were poor, they could apply for an exemption.

The unpopularity of the tax meant that in the 17th and 18th centuries, many people with larger houses bricked up their extra windows. It is possible they did this to try to get around paying the window tax. William Pitt the Younger of Scotland took up this tax in the 1780s. To avoid paying this extra tax, many Scots are thought to have painted over their existing windows. These painted over windows can still be seen by visitors to Edinburgh's Charlotte Square. These are known as Pitt's pictures.

It is thought that several of the richest families took this opportunity to commission huge houses with the largest possible number of windows. They even had windows installed over blank wall space to prove how rich they were.

Those opposed to the law say it is unconstitutional for the government to require its citizens to purchase anything.

"Our governor and our former governor both see this law as an attack on the citizens of Nevada," Hutchison said.

Five and half hours have been set aside for oral arguments before the Supreme Court, which is unusual, Hutchison said, pointing to the Bush/Gore Presidential election case that was allowed only one and a half hours.

"If you're a lawyer and you love big stakes litigation, it doesn't get any better than this," Hutchison said. "I think this is the Constitutional question of our generation."

Former U.S. Solicitor General and Deputy Solicitor Paul Clements will argue on behalf of the states. According to published reports, Clements has appeared before the Supreme Court 49 times in his career. U.S. Solicitor General Donald Verrilli will represent the Obama Administration.

There has been speculation among those involved in the case, on both sides of the issue, that Justice Anthony Kennedy will be the deciding vote, although there's a difference of opinion on how he will vote. "I think we will get Justice Kennedy," Hutchison said. "I think we'll win by a vote of 5 to 4." In ruling on the case, he said, the justices will first have to determine if the law is constitutional. If so, is all of it unconstitutional or just parts of it?

If only the mandate forcing all citizens to have health insurance goes away, that would create "kind of a nightmare scenario for health insurance companies," Hutchison said, since it would have served to offset their costs when, in 2014, they are no longer permitted to deny health insurance coverage based on pre-existing medical conditions.

If that happens, Hutchison said he expects health insurance companies will lobby Congress for some kind of relief. "This ruling would have major consequences," he said.



Hutchison, who graduated with a business administration degree, Phi Kappa Phi, from the University of Nevada, Las Vegas-UNLV, received his law degree from Brigham Young University. After graduating in 1990, he clerked for the Honorable Kenneth F. Ripple of the United States Seventh Circuit Court of Appeals in Chicago. He then practiced for the national law firm of Kirkland & Ellis in both Chicago and Los Angeles before returning to his native Nevada to establish his own firm.

He practices primarily in the areas of business and commercial litigation, tort litigation, medical malpractice, employment law, trust and probate litigation and appellate litigation. He is a past chairman of the Ethics Commission for the State of Nevada and he has served on numerous boards and commissions, including as President of the Federal Bar Association and as a member of the Nevada Supreme Court Bench-Bar Committee.

Hutchison also serves on the Executive Board of Directors for the Boy Scouts of America and Las Vegas Area Council. He is General Counsel for the Desert Youth Football league and General Counsel for the Silent Heroes of the Cold-War Memorial Committee. He also finds time to coach youth football. Hutchison and his wife, Cary, are the parents of six children.
